The GT Scamp is extremely light. The aluminium frame is well made and beautifully finished in pink and white pearlescent paint that is hightly resistant to scratching, or damage. (It is even resistant to being left outside overnight, should her attention be elsewhere)

the Scamp is good looking and simple to operate. The brake levers are made to suit small fingers, and make stopping quickly a simple action. The gears again have a really light action, so she does not have to have strong hands to operate them. The gear levers also show which gear they are in at any time.

If the rider is a little shorter, the Giant Areva 20 Inch at $279 may be a better choice.
